Someone clear me up on this Paulus to UM thing...

I understand the "4 in 5 years" thing, but how does that work here? I'm reading thru the NCAA site, and I can't find reference to how the NCAA looks at a guy who played one sport for 4 years and will then transfer to another school to play another sport for 1 more year. That seems to go against the 5 year rule.
Is this like the Sinbad rule from Unnecessary Roughness?
Also, I love what this indicates about UM's qb situation that they'd even talk to Paulus.
