In the Trump era. As Omahadomer points out Graham had a relatively decent reputation among his peers before Trump. He clearly valued access to power above all things. He stayed consistent on a few things- pro- NATO, anti-Russia, and pro-Israel, even if the political winds blew differently. But on everything else he changed his tune when convenient.

It’s likely bad news for Ukraine, although they are better positioned than they have been for a while. Also bad for the Western Alliance although that ship may have sailed.
