problem. You've precisely designed the rules in targeting (kind of), which doesn't leave room for determining severity as mitigation. It would be like having a targeting rule that says "contact above the head that puts the opponent in danger" or whatever. Then you end up calling targeting fouls anytime someone gets hit in the head causing a concussion.
