I think it has as much to do with legal risk.
Schools - especially big football schools - had an obligation to reach gender equity AND around that time in the late 90s three D1 kids died cutting weight. There have been reforms to keep that from happening again, but for schools outside of the big10 and big12, I’m sure that it seemed like a feed-two-birds-with-one-scone situation.
